This week “changes” were approved by the State Office of Administrative Law. There was little public notice. Plans were submitted by a group of twenty-one people (under governor newskum’s guide )to help fulfill one of his promises he made during elections…..this small group submitted and approved within a three week span a program that will release approximately 76,000 prisoners into the general population.
The goals were presented by Dana Simas, the department spokeswoman, to help the incarcerated population to practice good behavior and participate in programs leading to safer prisons. She said the changes would reduce the prison population by allowing incarcerated presumes to earn early releases.
The legal director of the Criminal Justice Legal Foundation, which represents crime victims, said the notion of good behavior to earn “credits” towards release, is a misnomer. Credits will be given back and really the rules just encourage a giveaway of them. He felt inmates shouldn’t be released any earlier.
The prison populations have already dropped more than 21000 from the roughly 117,000 in prisons before the pandemic. Some have been held in county jails, which causes the cities more problems.
gavin is trying to fulfill his promise to close some prisons, which putting the entire population of California citizens at higher risk.
Susanville will close by July, which will probably turn this prison-dependent community into a ghost town. Also Deuel Vocational Institution in Tracy will close by October.
The prison population has been declining for a decade beginning when the state kept lowering the crime level for felons . In 2014 voters reduced penalties for property and drug crimes, and two years later approved allowing earlier paroles for most inmates.
State Senator Jim Nielsen, a Republican, critiqued Gavin for doing this all on his own authority instead of the will of the people or through elected officials.
Additionally California is already a sanctuary state. This generally means the cooperation with federal immigration enforcement agents, in order to protect low-priority immigrants from deportation, is limited. Those who are “known criminals” among the illegals are still turned over to authorities.
Here is an important legal point: being undocumented (the gentile term for illegal) is not a crime. It is a civil violation. Undocumented immigrants (from all countries with those who “offend our laws”, have rights in the United States. In California alone there are approximately 2,200,00 “unauthorized” human beings, according to Pew Research Center.
Currently, more bleak cells (first created by the Obama regime) are being build. There are thousands of. people crowded into them, and our president says there is no border crisis. There has never been the high number of unescorted children crossing the border before now.
